Problem:  Customer reported that when they try to import users from a CSV file, they see an error window that reports:

An Error caused by EMU occurred in Create.
Error Description:  ActiveX component can't create object
Error Code: 429

Cause:  Customer reported that they had built a new Windows XP Pro SP3 computer using a slip-streamed installation CD.

Resolution:  The customer reinstalled the computer hosting EMU usng a "printed CD" rather than a slip-streamed CD and EMU works fine.  In-house tests installing Windows XP on a VM using Microsoft provided CD or iso file also result in a Windows system that EMU works correctly on.
