I don`t have a user`s calendar I want to publish. The calendar I wish to publish is an actual Groupwise resource. Can this be done?

Yes, this is how to configure a GW Resource to be used with CCUWeb.

Yes, as long as you have a password assigned to the GroupWise Resource, you can configure CCUWeb to access it as a regular account.
To set the password for the Resource, login as the Resource Owner. Proxy into the Resource account. Go to Tools/Options/Security and set a password for the Resource. Now you can configure CCUWeb with the account login and password to extract the calendar information and post it to your web site.
