I have modified the ini file as follows

Display=True
Replace Rule Automatically=True
Subject Contains=S-P-A-M
Folder Name="Junk Mail"
Folder Location=Root
Add Stop Rule Processing=True

and a folder is still set up in the cabinet and the rule is still set up to put the spam in the default GEE Whiz Sapm Folder.

I have also tried it without the quotes around Junk Mail.

The rule is also getting placed at the end of the rules list. Is this correct.
