After selecting my txt file, recipient type and pushing the Prepare Bulk Email button I receive the error message:

Run-time error '-2147417851 (80010105)':

Method '~' of object '~' failed

I'm not sure what I am supposed to do to fix this. Can you make any suggestions.

Hello, Dorothy.

The ~ of ~ failed error is a generic COM/GroupWise error that says "I broke".  Can you please try uninstalling/reinstalling your GroupWise Client (preferably with one that matches your GroupWise Server version) and let me know if this resolves your issue.
